If an aircraft with a battery has navigation lights or a beacon connected, but no other electrical components, does it qualify as having an electrical system? please let me know. thanks
NO. An electrical system under these circumstances is defined as having a battery and an engine driven generator/alternator. If you are running a constant loss system, as it seems you are, then you don't have an "electrical system".
