Cessna part number is 1260074-1 and is used on 100 series and some 300 and 400 series aircraft. Are you sure this is Cessna part? Got a picture?

The annual must be performed per FAR 43 Appendix D, comply with ADs, and the FAA approved sections of the manufacturer's current maintenance manual.
CAR 3 airplanes do not have FAA...
The FAA form 8130-3 should be part of your Cherokee logbook and no longer reflects the used condition of the part.
These parts do not appear to have a PMA or any other form of approval for installation on certified aircraft in the Untied States.
All depends on how much of a cheapskate the owner is.....
The TCDS for the 415-C does not list an oil cooler and the IPC for the C75 shows the oil cooler as optional. Removing the failed oil cooler may be an option, consult your A&P.

That would be the kind your A&P uses as this is not something that an owner is allowed to perform. The G5 install uses an STC which means that a 337 needs to be completed by an IA.

Your airplane is on the STC, you need an A&P to do the install and an IA to approve the return to service on a 337 form. Alternately a repair station could also do the install and paper work.
