Does anyone know of a good water soluble chemical that will remove years of dirt and oil from the interior of wings and fuselage ?

I would try warm water and Dawn first, because stronger stuff like Simple Green is very hard on eyes and to breath the fumes, dont bellive its non toxic . It will clean oil and to some extant carbon exhaust residue. Make sure to rinse it good.
Don't use the stuff from grocery or hardware store, it is corrosive . you need to get the aircraft safe version.

WD 40 is a good cleaner, but I'm not sure if it's safe on all surfaces. I have used it on body parts (knees) but not for long term.

Any of the available cleaners that meet MIL-PRF-87937 TYPE 4 should work. Example:
