Just started flying the Citabria at night and noticed the rotating beacon at T65 is broken. I talked to others on the field and they said it has been broken for months. The management knows about it. There is no NOTAM on it that I know of. Should I report this to FAA? If so, who?

Technically, that is a NAVAID so I'd report it to the FAA Hotline. https://hotline.faa.gov

I would report it to the airport manager directly before reporting to the hotline because the manager may not be aware of it regardless of what the locals say.
