This pertains to E-AB aircraft.

1. Under what circumstances does the Special Airworthiness Certificate cease to be valid?

2. What is the impact of the original builder removing the data plate?

3. Is there a way forward after the original builder removes the engine, de-registers the N-number, removes the data plate and donates the project to an EAA Chapter?

depends. In what context? He removed it to make the plane not flyable?

A way forward to make the plane flyable again?

I presume he removed the data plate to disassociate himself from the project.

If there's no data plate and paperwork, you have a collection of airplane parts, not an airplane that can be registered and flown.

So assuming someone wanted to take this collection of airplane parts and create a flyable airplane, what would be the steps?

Biggest hurdle will be compliance with the 51% amateur-built rule. You need the build log for the plane to prove it amateur-built but if the builder was trying to distance himself from the project you may have a deal-breaker. If the log can be obtained and the plane is amateur-built then you can begin the registration process the same as a new build.
