Flying into Sun'N'Fun

There's a Mode C veil over Lakeland, FL. Does the FAA push it back a bit for Sun'N'Fun? The 2016 SNF NOTAM isn't out yet, but I was just wondering how they accommodate arrivals and departures of aircraft that have no transponders and electrical systems.

Just wondering if, when the ads-b out mandate is law, will non ads-b out equipped aircraft be allowed into Lakeland as its within the Tampa mode C veil?
