change to program letter

Hi all,
I am shopping for a flying Light sport qualified EAB and I am finding that often what is for sale doesn't have there phase 1 test flight completed. Now getting a ferry permit looks pretty straight forward but how do I go about getting the program letter updated so I can legally fly the program out of my home airport?

I apologize in advance if this is something ask all the time, nothing showed up with my search...

Call your FSDO, ask to speak to the on duty ASI (Airworthiness Safety Inspector) tell them you need a test area for your newly purchased homebuilt so you can complete Phase I.
