    Rope looks old. Was the rope provided by the airport?
    Do you have a photo of his airplane and the hangar damage?

    Pictures are important. Take as many as you can. But.....
    Still think your best course of action is to seek the professional counsel of an attorney. You might get told it was an act of God and you have no claim or get told you have sufficient cause to seek financial restitution. If it’s the later then you will need to decide to go it alone or use an attorney. Regardless how this plays out you might as well be prepared to accept that you will most likely never be made whole.
