PBOR2 special one time medical issuance

In the PBOR2 Q&A, I see that a one time special issuance medical certificate will need to be obtained to take advantage of the "drivers license" only when certain medical conditions exist. In my case, a heart attack 2yrs ago. I let my 3rd class medical expire and have not re-applied so that I am not on the FAA record as having been declined a medical certificate.

Now, if I have to obtain the special issuance certificate for PBOR2, would it be any different than going through the cardiac testing, now, that's needed to obtain a current 3rd class medical, so I can start flying now and then wait for the PBOR2 to be enacted and already have my special issuance ?

    Timing is everything.

Well we don't know just how the regs are going to get perverted by the time they are written, but in general, a lapsed SI is not a rejection and so you should be good.
