    Airworthiness Certificate for foreign Homebuilt

I purchased a Canadian amateur built sailplane. Everything has been brought into compliance and it has been registered.
Does a DAR need to look at it or and A&P? Do both need to?

Have to show proof it meets all the requirements for a US amateur built aircraft so FAA Form 8130-12 can be completed and signed, then FAA or a DAR has to issue the paper.
