Jim...utilize the Eagle Flights Program...that is the age range that now have the time and funds to fly. Attend a local Chamber of Commerce meeting or business after 5. Most members are business owners, professionals and entrepreneurs that could benefit greatly by becoming pilots, both professionaly and personally. Invite them out for an Eagle Flight www.eagleflights.org and then have them join the chapter. They will need the support of the chapter and the mentoring during their flight training. Introduce them to a local CFI or flight school that you would recommend. Many chapters have been able to recruit new members with the new Eagle Flight Program.
