The EAA website gave the chapter phone as 180-xxx-xxxx so my guesses were 1-806, the Amarillo area code or 1-800. I guess I could try all 10 80x area codes but that would take awhile.

It's more than just flaps aiding getting on the step. Seaplanes have a reduced ability to rotate on takeoff. Flaps decrease the needed rotation to get airborne at a given speed.
