Don't make the full width scarf all at once. Try about half or 1/3 of the width at a time, taking a couple of passes to work up to the full width.

Another vote for a paper cutter. For gussets and small parts it's really the best and easiest method. I have heard that a hose cutter (which is really a sharper version of pruning shears) works well...
