Since both are approved, does it make a difference?
Doesn't matter, the new designation of 100VLL is just lowering the allowance of lead to what's actually used today. Just about any 100LL already meets that new lower level. It's just a regulation adjustment, no real change in lead content.
Read the AOPA brief. The new '100VLL' designation just lowers the max lead content by 20%. That is in line with the actual lead in todays 100LL. That means there is virtually no difference from the 100LL you pump today. It will be fine for all engines that currently use 100LL.
If you have plug fouling problems I'd search for another solution. I'd maybe consider going 50% or so with non-ethanol 91-93 octane auto/boat fuel. You should test it, don't trust the sticker on the pump. That's just me, YMMV.
