Generally, chapters that have a facility such as a hangar or clubhouse charge toward the higher amount. Most chapters participate in the 6 month free trial program, so you can see if you find it valuable to become a permanent member.
Chapters support themselves through dues, fundraising events, donations, and some other methods such as building an aircraft project and selling it.
